The 41 male passengers on the sailing vessel, the "Mayflower", which brought them to Plymouth, signed on agreement to obey the laws of the colony. The Mayflower Compact did not outline a plan of government, but throughout the US history much has been made of this document because it did commit the Pilgrims to a "government based on consent of the governed".
